Here are the key points from Jean-Claude Juncker's State of the European Union Address 13/9/17:
A new European Defence Fund is in the offing. As is a Permanent Structured Cooperation in the area of defence. "By 2025 we need a fully-fledged European Defence Union. We need it. And NATO wants it."
The Commission will fund pro-EU political parties and withhold funds from what Juncker calls "anti-European extremists". He calls this "a more democratic Union".
Foreign Policy decisions binding all States should be taken by majority voting without veto.
An EU Finance Minister should be appointed to oversee EU National Budgets and banking with a European Monetary Fund to intervene in EU National economies.
The EU Finance Minister should control the levying of numerous taxes. The following taxes should be removed from national control and set by majority voting without veto: Corporation Tax, VAT, taxes on the digital industry and the proposed Financial Transaction Tax.
The euro is meant to be the single currency of the European Union as a whole. All but two Member States are required and entitled to join the euro once they fulfil all conditions.
The EU now accepts that the only way to stop the death of migrants at sea is to reduce migration: "We have reduced irregular arrivals in the Eastern Mediterranean by 97% thanks our agreement with Turkey. And this summer, we managed to get more control over the Central Mediterranean route with arrivals in August down by 81% compared to the same month last year." (So re-instating the Italian policy that was reversed by the EU, a reversal that caused thousands of migrant deaths).
"On 29 March 2019, the United Kingdom will leave the European Union. This will be a very sad and tragic moment. We will always regret it. But we have to respect the will of the British people."
