Cameron's new Constitution - What it is to be English

During the Scottish Referendum David Cameron "vowed" to change the British Constitution.  The BBC has treated this as an opportunity to discuss the various ways in which England can be divided into regions so that it will not be dominant in any settlement.

Cameron and Miliband promised to devolve most governing powers to Scotland.  This is clearly unfair to the other parts of Britain.  If similar powers were devolved to England, Wales and Northern Ireland then Britain would become a Federation of four states.  The obvious problem with any change to a Federation is that England will control the Federation and Labour will lose any possibility of control of England.  There are 41 Scottish Labour MPs in Westminster and without these MPs Labour will be powerless in England.  The Westminster elite are happy for Scots MPs to govern England but mortified at the thought of England being self governing.  Hence the BBC's campaign of trying to divide England into harmless pieces.

What is "being English" ?  It is being treated as the fiefdom of a British Government that is Internationalist and self serving.  Unfortunately too many English people are servile and do not believe that they, or their own country, deserves better.  This vaguely worked in the 20th century when the governing British elite loved the English countryside and history and had fought wars alongside the English people.  In the 21st century it no longer works.  The governing elite are pursuing their own interests and regard the apathetic, popular vote as their right.  Their dream is to dice England into small, digestible bits that can be consumed by Europe.
